Should dogs be allowed out undressed?

His dog must have been a working dog in order to get on the train. By working I mean help with sight, depression and so on. It is quite disturbing to see a dog with his 'lipstick' out. I would have asked why the dog was allowed to be on the train in the first place and then maybe switched seats. Some dogs just wont wear clothes. My dog rips them off.
